Synopsis: At 4:00 PM today, the center of Tropical Depression "JULIAN" was estimated based on all available data at 305 km east southeast of Basco, Batanes (19.5°N, 124.7°E) with maximum sustained winds of 55 KPH and gustiness of up to 70 KPH near the center. It is forecast to move West at 25 KPH.
