At 4:00 a.m. today, the center of Tropical Storm "ISANG" was estimated based on all available data at 250 km west of Itbayat, Batanes (20.9°N, 119.2°E) with maximum sustained winds of 65 kph near the center. It is forecast to move Northwest at 15 kph. Southwest Monsoon affecting western section of Luzon.
