Synopsis: At 4:00 am today, Tropical Depression "Bising" was estimated based on all available data at 415km East of Guiuan, Eastern Samar(11.4N, 129.5E) with maximum winds of 55 kph near the center and gustiness of up to 70kph. it is forecast to move NorthNortheast at 11 kph.Northeast Monsoon affecting Northern Luzon.
