SYNOPSIS:At 4:00 pm today, Tropical Depression "Bising" was estimated based on all available data at 450km East of Hinatuan, Surigao del Sur (8.6N, 130.4E) with maximum winds of 45 kph near the center and gustiness of up to55 kph. it is forecast to move Northwest at 11 kph.Northeast Monsoon affecting Luzon.
