Synopsis: At 4:00 pm today, Tropical Depression "Bising" was estimated based on all available data at 385km East Northeast of Hinatuan, Surigao del Sur (10.0N, 129.4E) with maximum winds of 45 kph near the center and gustiness of up to 55 kph. It is forecast to move North Northeast at 10 kph. Northeast Monsoon affecting Northern Luzon.
