SYNOPSIS: At 3:00 pm today, Tropical Depression "NANDO" was estimated based on all available data at 280km West Northwest of Dagupan City, Pangasinan(16.6N, 117.8E) with maximum winds of 45 km/h and gustiness of up to 60 km/h. It is forecast to move West Northwest at 24 km/h.
