Synopsis: At 3:00 am today, the center of TROPICAL STORM "ISANG" was estimated based on all available data at 340 km East of Basco, Batanes (20.4ºN, 125.2ºE) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is forecast to move West Northwest at 17 km/h. Southwest Monsoon affecting Southern Luzon and Visayas.
