Synopsis: At 3:00 pm today, the center of TROPICAL DEPRESSION "ISANG" was estimated based on all available data at 650 km East of Basco, Batanes (20.6ºN, 128.2ºE) with maximum sustained winds of 55 km/h near the center and gustiness of up to 65 km/h. It is forecast to move West Northwest at 19 km/h. Southwest Monsoon affecting Southern Luzon and Visayas.
